Will was a lifelong resident of Lake Charles where he graduated from McNeese. Will served on the Lake Charles City Council and as the Street Commissioner. Will received his law degree from Loyola in New Orleans in 1969. After law school, Will started the firm Cox and Cox with his brother Jimmy.
